President Bush's proposed 2008 federal budget pledges $56 million to plug holes in the aging dike that rings Lake Okeechobee. And it contains money for continuing efforts to rescue the Everglades.
But environmentalists say the money for Everglades restoration doesn't go nearly far enough. And with Bush's budget calling for deep cuts to Medicare and Medicaid spending, the Democrats who now hold the majority in Congress did little Monday to hide their disdain.
''Overall, there's a lot of bad news for Americans in the president's budget,'' said Florida Sen. Bill Nelson, a Democrat and member of the Senate Budget Committee.
Republicans sought to stand by Bush. Rep. Mario Díaz-Balart of Miami lauded Bush for what he called ``responsibly reforming fast-growing entitlement programs.''
And Rep. Ileana Ros-Lehtinen, R-Miami, hailed Bush for proposing to spend $4.5 million to keep dredging the polluted Miami River -- a move Ros-Lehtinen said is critical to bringing the area along the river back to life.
''This project will bring much-needed revenue to our communities and our nation through expanded commerce and trade,'' Ros-Lehtinen said, noting she lobbied Office of Management and Budget Director Rob Portman to secure the money in the president's budget.
The budget also proposes money to address aging air-traffic control towers in South Florida: $8 million to replace a tower at the West Palm Beach airport and $1 million for ''site design'' at Fort Lauderdale Executive Airport.
Advocates of the nation's national parks enthusiastically embraced a proposed funding increase to help the parks prepare for the park system's 100th birthday in 2016. That proposal would mean Everglades National Park could get a $1.7 million increase in its operations budget, said John Adornato, Everglades restoration program manager for the National Parks Conservation Association, who called the proposal ``really good news on the park side.''
Bush's proposal also sets aside $162 million for Everglades projects within the U.S. Army Corps of Engineers budget, identifying the restoration project as one of six ''priority construction projects'' across the country.
But environmentalists said the money earmarked for the comprehensive restoration effort is ``basically status quo.''
''This is not the significant federal investment we had hoped for and anticipated -- this is the year that federal investment should be ramping up,'' said April Gromnicki, assistant director of government relations for the National Audubon Society. ``We'll be turning our attention to the Florida delegation to advocate for Florida.''
Bush also calls for $56 million to strengthen the crumbling levees around Lake Okeechobee at Herbert Hoover Dike. The request is $16 million more than Bush had asked for last year, but the Army Corps has said that bringing the dike up to the leak-proof standards of modern dams will require hundreds of millions more and congressional authorization.
And Democrats pointed out that Bush's proposal would cut the state's share of community block grants by nearly $50 million and would eliminate two of the state's crime-fighting tools: a policing program that helps agencies hire police officers and ''justice assistance grants,'' which support local drug task forces and community crime-prevention programs.
The White House said the budget proposal also calls for $14.6 million for the National Oceanic and Atmospheric Administration to develop new technologies for tracking hurricanes. It would include money to operate and maintain 15 new weather data buoys for hurricane data observations and storm monitoring in the Caribbean, Gulf of Mexico and the Atlantic.
Republican Sen. Mel Martinez noted the president also called for $45 million to build veterans medical facilities in Orlando and Lee County, along with $639 million in grants to help schools.
''I am pleased the president supports projects important to Florida,'' said Martinez, noting that the release of the president's budget represents ``just the beginning of the budget process.''
''I look forward to refining the president's proposal to reflect the needs and priorities of Floridians,'' he said.
Nelson, in criticizing Bush's budget, said, ``There would be $76 billion in cuts to Medicare coverage for seniors and the disabled, and $26 billion slashed from Medicaid for the poor. And that's just for starters.''
