Dade tackles housing image

WASHINGTON - Miami-Dade County officials lobbied members of Congress and Bush administration officials Wednesday, hoping to stave off a federal takeover of the county's troubled public-housing agency.
They even gained a key ally: Rep. Barney Frank, D-Mass., the chairman of the House Financial Services Committee, who suggested that the U.S. Department of Housing and Urban Development had mismanaged the housing agency in New Orleans when it took over.
''Anyone who thinks [federal control] is the cure needs to go to New Orleans,'' Frank told members of the County Commission. He also told the commission he would ensure that the housing agency will not be left in the lurch because of recent changes to a formula that determines federal rental assistance.
The commissioners traveled to Washington for the county's third annual ''fly-in'' -- essentially two days of lobbying federal officials for money for local needs.
But with federal housing officials casting a skeptical eye at the Miami-Dade Housing Agency, county officials made maintenance of local control of the agency a priority. They argued that they have worked to rid the agency of corruption and malfeasance since a series of scathing reports last year in The Miami Herald called ``House of Lies.''
HUD officials have indicated they would like tighter oversight of the agency's operations. Miami-Dade Mayor Carlos Alvarez and County Manager George Burgess met Wednesday for the second time with HUD officials, but no resolution was forthcoming. Alvarez said the two met with HUD Deputy Secretary Roy Bernardi and agreed to continue talking.
''I think we both want the same thing,'' Alvarez said. ``We're trying to reach an agreement where everyone feels they are doing what they're supposed to be doing and the problems identified are addressed.''
A spokeswoman for HUD declined to comment on the meeting.
Rep. Kendrick Meek, D-Miami, called for the South Florida congressional delegation to sign a letter opposing a federal takeover, but at least one member says she wants more evidence that the county is committed to scouring the agency.
Republican Rep. Ileana Ros-Lehtinen of Miami said she knows that county officials have implemented changes but said she wants to meet HUD Assistant Secretary Orlando Cabrera before signing the letter, a meeting that will likely take place next week.
'I want to hear from the federal officials who have closely monitored this terrible waste of taxpayers' monies . . . so that all the taxpayers of our county can be assured that it is no longer business as usual in County Hall,'' Ros-Lehtinen said.
