U.S. legislator lauds UNDP decision to suspend N.K. program

WASHINGTON, March 5 (Yonhap) -- A senior U.S. legislator on Monday welcomed a decision by a major U.N. aid agency to suspend its North Korea program, calling it an example of how the international community should deal with Pyongyang's "belligerent" attitude.
Rep. Ileana Ros-Lehtinen (R-Florida) issued a statement insisting the North Korean regime has been "gaming" the international system by demanding exemption from standard monitoring requirements.
"Kim Jong-il is more interested in maintaining power than promoting the welfare of the North Korean people," she said of the country's top leader.
"We must refuse to feed his appetite for international assistance on his own terms."
Ros-Lehtinen is the ranking Republican on the House Foreign Affairs Committee.
The U.N. Development Program (UNDP) launched a full review and audit of its program in the North after allegations that the agency had neglected to exercise proper monitoring to ensure the assistance is reaching the targeted population.
The aid agency announced over the weekend that it was forced to suspend its project in the country.
Critics, including the United States, have charged that the lack of oversight led to the inflow of millions of U.S. dollars in hard currency to a regime that last year defied the international community by launching missiles and detonating a nuclear device.
The UNDP reportedly paid cash to locally hired employees and to local contractors and allowed the North Korean government to decide which employees the agency hires.
"We cannot afford the possibility that international assistance may be diverted to illicit or dangerous purposes, particularly in light of North Korea's nuclear test last October," Ros-Lehtinen said.
